Blue Flower, similar to Mines, is only available through a single Artifact (until Gardener Asgore in Beta 50.1). In this case: Seedlings. Instant Noodles is another case of this, which was added at the same time as Blue Flower. Previous Versions can be found here.
General[]
Seedlings will summon one of these after your HP has dropped to at most 10 for the first time. It won't trigger more than once (similar to Adrenaline). Much like Green Flower and Red Flower, Blue Flower is a Generated Plant.
Also like Red Flower, it has equal stats in all categories and a single ability, in this case being a 5/5/5 Taunt.
