Blue Snail, alongside Red Snail and Yellow Snail, are cards 4-6/11 shown here on Twitter to be released in Beta 18.1. Previous Versions can be found here.
It's a 1/1/2 monster and has a Magic effect that gives a buff to a random snail in your deck. In this case, it gives the snail -1 cost.
However, if their cost is => 2G, they will gain Haste instead. Under normal circumstances, this only affects Thrashing Machine and monsters obtained from Evil Blueprints.
