Legendary Artifact, while Legendary, isn't an actual Artifact (nor provides one), but a monster added in Beta 51.0 (with Teacher Toriel being the other Legendary of this update).

This monster uses a combination of Taunt, Magic and Delay, the last one being a new keyword that took the place of "Turn end Magic" effects. Its Magic fills the user's hand with Too Many Dogs, while Delay will Silence all TMD's in your hand.
Undertale OST - Dogsong Extended
Second part, after dog barking.
TMD, besides being a Dog, has the same Magic as Legendary Artifact, filling your hand with even more TMD's. If either is the last card you play that turn, this makes it impossible to lower the number of cards in your hand from 7 until your next turn (after Legendary Artifact has silenced them).
This allows the user to fill up their board as much as possible to gain board control, at the cost of milling a card next turn. One can avoid that by using Preservation, or playing an unrelated different card while one has gold left.

- Legendary Artifact is the second Legendary to have Taunt by default, after Spade King.
- Legendary Artifact is the only card using two different songs in its Theme (not even including the SFX it also has).
