Since Beta 51.1, Ralsei has the ability to summon a copy of a monster from your hand directly on the board at no additional cost. However, he can't summon Determination monsters and the chosen monster will have its base stats set to 3/3.
This works very well on monsters with negative Magic effects. It doesn't really work on monsters with a higher cost than him that lack a Magic effect to get the full use of them at a lower price due to the copy's stats being set at a mere 3/3. So while it could be used on the likes of Papyrus, it will not have a big impact.
