Royal Guard 4 was added in Beta 30.0 alongside Royal Guard 3, both are the only Undertale monsters to be added in this update. Previous Versions can be found here.
Like RG 01 and RG 02, RG 03 and RG 04 have flipped ATK and HP. All four of them cost 9G, have a total of 17 in their ATK and HP and have a Dust effect that affects all Royal Guards in a certain area. In 04's case, this is giving +1 Dodge to those on your board, similar to RG 01's Taunt and RG 03's Candy, but is stackable like RG 02's cost reducing.
